二 | (ECNS) -- China's Ministry of Commerce on Monday announced a preliminary ruling in its anti-dumping investigation into pecans imported from Mexico and the United States, deciding to impose provisional anti-dumping measures in the form of cash deposits starting Tuesday. The investigation was launched on Sept. 25, 2025. A spokesperson for the ministry said that since the case was filed, it has conducted the investigation in strict accordance with relevant Chinese laws and regulations as well as World Trade Organization (WTO) rules. Several Mexican companies participated in the investigation, while no U.S. companies responded. According to the preliminary ruling, the investigating authority determined that pecans from Mexico and the U.S. were being dumped into the Chinese market, causing substantial injury to China's domestic pecan industry, and that a causal link existed between the dumping and the injury. In accordance with China's anti-dumping regulations, the ministry decided to impose provisional anti-dumping measures, the spokesperson said. Dumping margins for Mexican companies were set at between 17.8% and 51.6%. As no U.S. companies participated in the investigation, the dumping margin for all U.S. companies was set at 54.3% based on available facts, in accordance with Chinese law and WTO rules. The spokesperson said China has consistently exercised prudence and restraint in the use of trade remedy measures and remains firmly committed to safeguarding fair and free trade. The ministry will continue the investigation in accordance with the law, fully protect the rights of all interested parties, and issue an objective and fair final ruling based on the investigation findings, the spokesperson added.
